Film Financing Scheme for Mainland Market

The objective of the Scheme is to support Hong Kong film companies and the Mainland cultural enterprises to invest in and promote the productions of Hong Kong directors. This will help boost the chance of Hong Kong films for release in the Mainland market and nurture more Hong Kong directors to enter the Mainland film market.

Film Production Financing Scheme (FPFS)

The Government introduced the FPFS in 2007 to provide Government finance to small and medium-budgeted film productions.

The Government introduced a Relaxation Plan under the FPFS on 15 July 2020. The Relaxation Plan is an extension of the original FPFS. By increasing the actual amount of government financing, giving the investors a priority to recover half of their investment, and disbursing the government financing earlier, local film production can be increased in the short run, which will benefit the local industry, including film production companies and film workers with more development opportunities.

Second Phase of Co-production Funding Scheme
Hong Kong-Europe-Asian Film Collaboration Funding Scheme

The objective of the Scheme is to subsidise film projects co-produced by filmmakers between Hong Kong and European/Asian countries with a view to enhancing exposures of such collaboration in European/Asian and international markets as well as achieving in-depth exchanges and learning. A maximum of eight films will be subsidised in two phases. Each approved film project will receive a grant up to HK$9 million.

First Feature Film Initiative (FFFI)

FFFI was first launched in March 2013 to identify new talents through a competition on screenplay and production proposals. FFFI is supported by the Hong Kong Film Development Council and funding is made available from the Film Development Fund for the winning new directors and their film production teams to make their first feature films.

The objective of the Funding Scheme is to subsidise film projects co-produced by filmmakers between Hong Kong and Asian countries with a view to enhancing exposures of such collaboration in Asian and international markets as well as achieving in-depth exchanges and mutual learning. A maximum of eight films will be subsidised in two phases. Each approved film project will receive a grant up to HK$9 million.

Content Development Scheme for Streaming Platforms

The objective of the Funding Scheme is to nurture cross-sectoral production teams in the new age of cinema and to expand new distribution markets for the Hong Kong film industry by producing high-quality streaming content. The scheme will be conducted through a competition to recruit participating teams to develop content of mini-series to be broadcast on streaming platforms.

Scriptwriting Incubation Programme (SIP)

SIP aims at identifying and nurturing local screenwriting talent to help incubate quality screenplays, thereby enhancing the quality of Hong Kong film productions. The Government has reserved a total funding of more than $8 million for implementation of SIP.
