Programme Overview
The First Feature Film Initiative ("FFFI") was first launched in March 2013 to identify new talents through a competition on screenplay and production proposals. FFFI is supported by the Hong Kong Film Development Council ("HKFDC") and funding is made available from the Film Development Fund ("FDF") for the winning new directors and their film production teams to make their first feature films.
FFFI provides Government funding to winning teams in the form of cash prizes. The aim of the FFFI is to support new directors and their film production teams to make their first feature films on a commercial basis in order to nurture talents for the film industry.
The 8th First Feature Film Initiative
Competition Details
- FFFI takes the form of a competition. The competition is divided into: Higher Education Institution Group ("HEIG") and Professional Group ("PG"), with each group being awarded a maximum of three prizes. The winning teams of the HEIG and the PG will be awarded a maximum of $5 million and $8 million respectively to make their first feature films.
- The winning teams are required to complete the whole film production and sales process, involving planning, shooting and distribution, and acquire practical knowledge in planning and making a feature film.
- Each participating team is required to submit a screenplay and production proposal which shall contain: logline, synopsis, character description, treatment, full screenplay, detailed production plan (including schedule), names of cast and crew members (attaching letters/statements of intent from the main cast and main film crew members), production budget and marketing forecast. No substantial changes of the screenplay and production proposals after submission are allowed without approval.
- Each team may only submit one application and participate in either of the competition under the HEIG or the PG.
Eligibility
HEIG & PG
- Each participating team shall comprise at least a director, a producer and a screenwriter. The director and the producer shall not be the same person.
- Each and every director (if more than one director) of a participating team shall not have previously shot any commercial film with a running time of 80 minutes or longer and shall be a Hong Kong permanent resident aged 18 years or above.
- Each and every producer (if more than one producer) of a participating team shall be a Hong Kong permanent resident aged 18 years or above.
- At least one of the screenwriters of a participating team shall be a Hong Kong permanent resident aged 18 years or above.
- Apart from the director(s), producer(s) and screenwriter(s), there shall be at least one Hong Kong permanent resident in each of the following nine positions: leading actor, leading actress, cinematography, action design, art direction, costume design, editing, music scoring/sound effect and visual effect.
HEIG
- The director(s) of a participating team in the HEIG shall be a student or graduate of not more than ten years from film/TV production or similar disciplines of a local or overseas higher education institute or a professional school.
- The producer(s) of a participating team must -
- have participated in the production of at least two feature films publicly exhibited in Hong Kong in the past 20 years in the capacity of a presenter (出品人)/producer (監製) (not including executive producer (執行監製) and assistant producer (助理監製))/director/director of cinematography/art director (with at least one occasion as a producer); or
- have participated in the production of at least three feature films publicly exhibited in Hong Kong in the past 10 years in the capacity of an executive producer (執行監製); and
- be a Hong Kong permanent resident aged 18 or above.
- To ensure that a participating team possesses reasonable knowledge and skills in film production, a participating team shall be screened and nominated by one of the following local higher education institutions or institutions under the Vocational Training Council providing film/TV production or similar programmes.

- Hong Kong Institute of Vocational Education (Lee Wai Lee)
- Hong Kong Design Institute
- The University of Hong Kong
- The Chinese University of Hong Kong
- Chu Hai College of Higher Education
- The Hang Seng University of Hong Kong
PG
- The director(s) of a participating team in the PG must be a member of the local film industry who possesses filmmaking or related experience; or who has previously won in local major short film competitions or a film industry member who has returned from overseas.
- The producer(s) of a participating team must -
- have participated in the production of at least two feature films publicly exhibited in Hong Kong in the past 20 years in the capacity of a presenter (出品人) or producer (監製) (not including executive producer (執行監製) and assistant producer (助理監製)) (with at least one occasion as a producer); or
- have participated in the production of at least three feature films publicly exhibited in Hong Kong in the past 10 years in the capacity of an executive producer (執行監製); and
- be a Hong Kong permanent resident aged 18 or above.
- For the PG, a producer can only take up the post of producer (including co- producer) of one participating team in the same competition. For the avoidance of doubt, a producer may still participate in this round of competition even if he or she is a producer or co-producer for other film projects which were awarded in previous rounds of the FFFI.
- Quota system does not apply to PG. Participants of the PG may submit their applications to the Secretariat of the HKFDC direct.

很多導演從開始發現一些很有趣的題材
這些題材其實在八九十年代就已經出現
「香港故事」這個題材,但是用類型片的手法包裝
已經出現了
我現在在城市大學教書
我都建議同學寫劇本或者拍短片的時候
(故事)最好取材和你身處的城市有關係的電影元掠
例如城市、社區、空間和建築
這些會變成故事裡很有特色的元素
如果你能抓住
例如你描寫一個社區因為大環境的變化而沒落
你看見很多餐廳因而倒閉關門
發生這麼多事情
疫情導致很多離離合合
一定可以有感而發
所以我鼓勵學生也好、年輕導演也好
這是把握題材好時機
你們要好好把握香港與你唇齒相依,無可分割的地方

其實當導演來找你的時候跟你說他想拍的故事
你聽完後並覺得這個電影是可行的
成功機會就很大
因這個故事出自他本身極想做的電影
不是因計算而要做的電影,這是有分別的
其實有些題材當你講一分鐘給我聽你想做什麼
我就已經知道贏面高不高
或者有沒有機會得獎或成功
雖然「學院派」比較稚嫩,但可能因為學校教導有方
至少知道有限的製作預算能拍什麼作品
他們的掌握方向比較清晰
還有一些「社會派」
「社會派」不是電影工業,不像我們這樣「紅褲子」電影打併出身的
也不是「學院派」
這班人夾在中間,也不是令你覺得他們很慘
因為他們有社會經驗
並且出來工作這麼多年
如果他是個上進的人,工作了十幾年
理應累積很多人生體會
這些對於創作會有幫助
但無論如何一定都要靠自己
單靠別人是不可行的

通常比較吸引我們眼球的
或者終於成事的劇本
通常都是一些導演本身熟悉的題材或人物
可以寫得較深入和有血有肉 因為他知道和熟悉
由這裏開始做出發點是好的
真真正正熟悉的地方和人物開始發展你的故事
這是第一步
第二步是盡量故事不要太複雜太多枝節
盡量聚焦在一兩個角色
描寫一兩個角色 、描寫得好是使人容易接受
比起描寫多個角色更討好
但多個角色膚淺地描述
反而比較不優勢,特別是新導演
第三當然是能力
最好拍一些自己游刃有餘的題材
自己可以控制得好
這樣容易讓評審挑選你
最緊要有特色
劇本的對白、情節都要有一點讓人關注和討論、起哄的點子
我覺得每部電影都要有某幾個橋段是talking points
你一定要找到這個東西
否則很多電影都難以脫穎而出

因為目前電影製作規摸比較小以及預算不多
很多導演特別新導演都喜歡包辦所有工作
甚麼都自己做
包括寫劇本、拍攝、甚至演員、後期、剪接、混音、調色
他們都覺得可以自己做
但是又達不到職業水準
我覺得我們應培訓這些導演可以與規模大的後期公司合作
例如一些很成功的製作公司
調色不可用普通小型電腦完成
或一些聲效例如5.1、digital、Dolby Atmos
這些你一定要學的
有一天你的電影可以在大銀幕上映
很多觀眾可以觀賞的地方
你更必須認識先進的科技
香港電影發展局都有很多培訓班資助
尤其提供培訓 給電影業內工作人員作進修
趁著現在沒有特別工作忙的時候 最好去學這些技術
尤其後期製作的專業培訓計劃
以及最新的虛擬科技拍攝
人不用去實地 可以在一個大的LED wall虛擬環境拍攝
不是像以前的藍幕背景
以LED wall 一直投射,演員可以在前面一直演戲
而攝影師亦可以即時看到效果是否成功
這些就是先進的科技 我們要學多點
我都知道目前香港也有人進行虛擬製作電影
我就知道有些培訓計劃也在進行當中
