Overview

The Scheme aims to encourage Hong Kong film directors to incorporate Chinese cultural elements into film productions, showcasing the fine traditional Chinese culture elements to the audiences. The Scheme will subsidise a maximum of two films, with each approved film project will receive a grant up to HK$10 million1. This Scheme only accepts applications for feature-length narrative film and animation.

Eligibility:
  • The applicant must be a film production company formed and registered in Hong Kong under the Companies Ordinance (Cap.622) or the predecessor Ordinance (as defined in section 2 of Cap.622);
  • The Film Producer(s) must have:
    • (a) produced or directed at least one (1) feature narrative film or animation theatrically released in cinemas in Hong Kong or the Mainland within the past twenty (20) years; or
    • (b) had awarded or nominated for the “Best Film” or “Best Director” in the Hong Kong Film Awards in at least one (1) feature narrative film or animation;
  • The Film Director must:
    • (a) be a permanent resident in Hong Kong; and
    • (b) have had directed at least two (2) feature-length narrative films/animations theatrically released in cinemas in Hong Kong or the Mainland within the past ten (10) years.
  • In two (2) of the following categories there will be at least two (2) persons being permanent residents in Hong Kong:
    • (a) Leading Actor/Voice Actor; and
    • (b) Supporting Actor/Voice Actor.
  • The applicant may consult third-party academic or cultural experts for professional advice regarding content related to Chinese culture, history, or folklore, and must submit the consultant's profile and proof of professional qualifications (if available);
  • At least 30% of below-the-line expenditure must be spent in Hong Kong; and
  • There must be at least one (1) Hong Kong permanent resident in at least three (3) of the following positions: producer, screenwriter, cinematographer, action choreographer, art director, costume designer, film editor, original film score, original film song, sound effects, and visual effects.

1 Each approved film project will receive a grant equalling to the production cost if the production cost is no more than HK$10 million, or HK$10 million if the production cost is more than HK$10 million. In the latter circumstance, the Applicant is responsible for soliciting other investment to top up the excessive production costs.

  • 28 February to 1 September 2025 at 6:00pm (GMT+8), both dates inclusive.
